Land on grid, turn on the reactive, bastion up, and drop your MTU. Carry drones for damage, webbing, or salvage. Drone link extends range to 81k, and a tractor beam and salvager let you help clear the wreckage a bit faster. Beams and repairer are cap stable, even in bastion.

Truth be told the 3 spare HI slots are whatever you feel like. Above is an ideal spread, but the reality is I usually just use 3 tractor beams to pull wrecks in faster, as t2 salvage drones plow through the wrecks already.
