Sunesis hauler with ~2k m3 cargo, and 1.97 align time with max skills. If skills do not get this sub-2, replace cargo rigs first and lowslots second with align time rigs/lows.
Super cheap, and this is the most cargo capacity you're going to get for sub-2 align. Hecate can get to sub-1, but does not hold as much.
